Why is it so difficult to achieve universal health coverage in the United States? First and foremost, as Richard Kirsch points out in his book, Fighting for Our Health, health care is deeply personal. Since most people in the United States have health insurance, efforts to modify the system understandably cause a certain amount of unease regarding how changes could impact their access to trusted doctors or necessary care.

El Foro Global de Bioética en Investigación (GFBR por sus siglas en inglés) se reunió el 3 y 4 de noviembre en Buenos Aires, Argentina, con el objetivo de discutir la ética de la investigación con mujeres embarazadas. El GFBR es una plataforma mundial que congrega a actores clave con el objetivo de promover la investigación realizada de manera ética, fortalecer la ética de la investigación en salud, particularmente en países de ingresos bajos y medios, y promover colaboración entre países (...) del norte y del sur.a Los participantes en el GFBR provenientes de Latinoamérica incluyeron a eticistas, investigadores, miembros de comités de ética y representantes de autoridades sanitarias provenientes de Argentina, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Panamá, Perú, Nicaragua y la República Dominicana. Una legítima preocupación por la protección de las mujeres embarazadas y sus embriones o fetos ha llevado a la mayoría de los países de la Región de las Américas a limitar la realización de estudios con mujeres embarazadas exclusivamente a aquellos estudios específicos sobre el embarazo, y a requerir la exclusión sistemática de las mujeres embarazadas o de las mujeres que quedan embarazadas en el curso del estudio. Ciertamente, a lo largo de la historia de la ética de la investigación, se ha creído erróneamente que proteger a una población es sinónimo de excluirla de los estudios. Se sabe ahora que proceder así implica exponer a riesgos mucho mayores a la población que se busca proteger. El embarazo implica cambios fisiológicos sustantivos e impacta profundamente la manera como el cuerpo metaboliza los medicamentos. Sin embargo, por evitar hacer investigación con mujeres embarazadas, no se ha producido la evidencia científica necesaria para tomar decisiones sobre tratamientos e intervenciones preventivas con dosis eficaces y seguras para ellas y sus embriones o fetos. A manera de ilustración, en el 2001 había en los Estados Unidos apenas más de una docena de medicamentos aprobados para uso en el embarazo (1) y en el 2011 la Food and Drug Administration (FDA) aprobó por primera vez en 15 años un medicamento para su uso en el embarazo (2). Como consecuencia de no haber producido la evidencia necesaria, se pone en riesgo la salud de las mujeres embarazadas cada vez que se les da atención médica. Las mujeres embarazadas se enferman y las mujeres enfermas se embarazan, y no se sabe si los medicamentos que se les da son eficaces o siquiera seguros para ellas y sus embriones o fetos. (shrink)

Durante las últimas décadas se ha visto un desarrollo acentuado de las perspectivas críticas y categorías de análisis latinoamericanas gracias a proposiciones de estudiosos como Juan Villoro, Juan José Saer y Ricardo Piglia que enriquecen las posibilidades de exploración de las creaciones literarias. En lo que respecta a este estudio, se rescata el trabajo intelectual de Piglia en relación con la categoría analítica de secreto y su aplicabilidad en el género _nouvelle_. En esta ocasión, se ha optado por (...) analizar un clásico de la literatura, _Otra vuelta de tuerca_ (2015), de Henry James, para verificar las posibilidades de reconstrucción de un secreto, entendido a la luz de las reflexiones de Piglia como un elemento fundamental en la trama que no está narrado en la historia visible, y que, sin embargo, se puede volver a narrar a partir del trabajo investigativo del lector. Para este fin, es pertinente examinar el espacio diegético en la narrativa, analizar el problema del narrador y abordar la posible reconstrucción del secreto en la _nouvelle _de James. Este trabajo de reflexión evidencia la complejidad literaria y el valor estético intensificado en las obras de este género, y del clásico de James en particular, ya que los recursos de ambigüedad y la sucesión de narradores múltiples enriquecen el valor del elemento oculto, a partir del cual se reconstruye una nueva lectura según las precisiones críticas de Piglia. resumo Neste trabalho é analisada a estratégia da exposição de Fichte em seu escrito Sobre o conceito da Doutrina da Ciência e interpretada como indo de encontro a um determinado tipo do ceticismo moderno. Todavia, ao contrário da leitura proposta por Rockmore, que sustenta ser possível considerar toda a epistemologia fichteana dessa época como uma linha de argumentação de cunho pragmático e antifundacionista, defende-se a tese de que Fichte está comprometido desde o início com a tarefa de uma fundamentação última (...) de toda ciência a partir de um primeiro princípio. Esta fundamentação seria levada a cabo mediante uma demonstração indireta que pretende refutar de modo muito original objeções levantadas por Maimon, por Schulze e outros contra a filosofia transcendental de Kant. Avicenna and the Aristotelian Left is the first English rendition of Ernst Bloch's thought-provoking monograph dedicated to the thought of Ibn Sīnā, the prominent eleventh-century Persian polymath. Published in 2019 by Columbia University Press as part of the New Directions in Critical Theory series, it joins a growing list of translations that goes back to the 1966 Spanish version by Jorge Deike Robles and, more recently, to Claude Maillard's and Nicola Allesandrini's French and Italian renditions, respectively. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. In recent decades, there has been a proliferation among the scientific community of works that focus on Alan Turing’s contributions to the design and development of the modern computer. However, there are significant discrepancies among these studies, to such a point that some of them cast serious doubts on Alan Turing’s work with respect to today’s computer, and there are others that staunchly defend his leading role, as well as other studies that set out more well-balanced opinions. Faced with this (...) situation, the aim of this paper is to analyse the evidence existing today in order to be able to draw a conclusion about whether or not Turing anticipated the trivialisation of the modern computer memory and, likewise, if his universal a-machine is the precursor of the general-purpose computer so omnipresent today. As a result of our research, the authors conclude that Turing did indeed play a leading role in the appearance of the modern computer, although he was not the only one or the first in the field of Computing Science, albeit he was the most influential, both in scope and in depth. O presente artigo trata da influência exercida pela filosofia kantiana na actualidade a partir da chamada crise da Modernidade ilustrada. Os autores começam por analisar o posicionamento original kantiano, incidindo especialmente na sua concepção do criticismo e do transcendentalismo. Esta análise é feita a partir da perspectiva da aberta pela Kritik der Urteilskraft enquanto marco do sistema da razão, capaz de incorporar a finitude da mesma. Seguidamente são analisadas a recepção e a transformação do pensamento kantiano a partir de duas (...) correntes filosóflcas actuais: o Racionalismo Crítico de Karl Popper e Hans Albert, e a Pragmática Transcendental da linguagem de Karl-Otto Apel. Em ambos os casos se compara o sen modo próprio de incorporar as noções de crítica e transcendentalidade com a concepção original de Kant. /// The article addresses the influence of Kantian philosophy in contemporary thought from the view point of the crisis of illustrated Modernity. The authors start by analyzing the original Kantian position, whereby particular attention is given to his conception of criticism and transcendentalism. This analysis is worked out from the perspective of the Kritik der Urteilskraft as a frame for the system of reason, able to incorporate the finitude of reason itself This is followed by a detailed analysis of the reception and the transformation of illustrated thinking performed by two contemporary philosophical schools: Critical Rationalism (Karl Popper and Hans Albert), and Transcendental Pragmatics of language (Karl-Otto Apel). Leibniz can be considered a source of inspiration for both the moment of the emergence of modernity as well as for the moment of the crisis of Enlightenment. Despite his influence on various authors, Leibniz does not let himself be identified with the core of Enlightenment thinking that was prevalent in the Western world in recent centuries. We are therefore faced with a (...) thinking that in its development depends neither on the enlightened modernity, nor on the principal alternative, hermeneutics. Thus, the span of Leibniz's thought ranges from the time before the Enlightenment through to post-hermeneutics. This volume presents a selection of articles from the "IV Congreso Internacional Leibniz: G. W. Leibniz entre la genesis y la crisis de la Modernidad" which was selected by the "Sociedad Espanola Leibniz" held in Granada. German, English, & French text. German description: Die Philosophie G. W. On pose la question de la justification du principe de la raison suffisante dans la philosophic leibnizienne. On part de la portée universelle que Leibniz attribue au principe dans beaucoup de textes. Turing was an exceptional mathematician with a peculiar and fascinating personality and yet he remains largely unknown. In fact, he might be considered the father of the von Neumann architecture computer and the pioneer of Artificial Intelligence. And all thanks to his machines; both those that Church called “Turing machines” and the a-, c-, o-, unorganized- and p-machines, which gave rise to evolutionary computations and genetic programming as well as connectionism and learning. La pregunta por el hombre ha generado distintas respuestas. Las antropologías están ligadas a los códigos culturales y en éstos han sido determinantes las teologías. En esta breve reflexión se analizan las antropologías hebreas, griegas y cristianas, comparándolas y especificando sus aportaciones a la cultura occidental. Se concluye con algunas indicaciones sobre la discusión antropológica actual.

Chondrogenesis is a key process in skeletogenesis since endochondral ossification requires the formation of a cartilaginous template. Knowledge of molecular mechanisms regulating chondrogenesis is extremely valuable not only to understand many human disorders but also in regenerative medicine. Embryonic skeletogenesis is an excellent model to study this mechanism. Most cartilages share the cellular basis underlying chondrogenesis but the high heterogeneity in morphologies of the different skeletal elements appears to be generated by differential participation of a variety of chondrogenic signals. Here (...) we overview the regulatory factors responsible for chondrogenesis concluding that early chondrogenic signals for the digit cartilages differ from those implicated in the formation of other axial and appendicular skeletal components.
